Transfer rounds with spatula to wax paper that is heavily covered with sugar; turn each round so both sides are coated with sugar. Place on ungreased cookie sheet (about 40 rounds at a time), then prick 4 times with a fork (gives effect of a cracker). Bake 7 to 9 minutes or until set, not brown. Cool. Prepare filling by creaming butter, powdered sugar and vanilla. Add a few drops of water for desired consistency. Section into 3 or 4 parts, adding different food coloring to each part. Frost underneath side of wafer, adding second wafer to make a sandwich-type cookie.
